Minimum wage should apply to all businesses or workplaces with 1 employee or more.
Minimum wage covers all the employees as defined in the Labor Standards Act, regardless of their employment status or nationality: that is, temporary, daily or part-time employees (as well as regular ones) and foreign employees are included.
Exceptions are the businesses that only employ family members or relatives living in the same residence; domestic service users; and the seamen who are governed by the Seamen Act and the ship owners who employ those seamen.
